MID Ratepayer Information

Metropolitan Improvement District ratepayers are private property owners within the defined MID boundaries. On a periodic basis, these commercial and residential property owners agree to pay an additional annual tax to fund supplemental services downtown, including cleaning, safety and hospitality. A small number of organizations also pay into the MID on a voluntary basis. The MID is managed by the Downtown Seattle Association and overseen by a 35-member MID Advisory Board Committee. Following is more information for ratepayers, including how to stay informed and engaged.

2023–2033 Budget and Work Plan

The Metropolitan Improvement District is a business-improvement area in downtown Seattle spanning 300 square blocks — from Denny Way to Pioneer Square and from I-5 to the waterfront. The MID’s budget and work plan supports downtown’s ongoing recovery and the continuation of cleaning, safety and hospitality services following the reauthorization of the MID for an additional 10 years.

MID Finance Committee

This committee meets monthly to review the previous month’s budget. The committee is responsible for the preparation of the yearly budget and make finance recommendations to the ratepayer board. In addition to financial guidance, this group assists with audits and external financial reviews. It may also perform other duties and activities to assist the DSA Board of Directors’ fulfillment of its fiduciary duties to the corporation. The archive includes meeting materials and minutes.

The Metropolitan Improvement District is a state-enabled Parking and Business Improvement Area, per RCW 35.87A.

As such, it requires the Seattle City Council to establish it through the passage of an ordinance. The first ordinance establishing the MID was passed in 1999 and lasted five years. It covered the Denny Triangle, Retail Core, West Edge, Waterfront, and most of the Pioneer Square neighborhoods.

The MID was renewed by the City Council in 2004, 2013 and in 2023 for another 10 years. Through the most recent renewal process, the MID was expanded to include several additional blocks of downtown at the south end of Pioneer Square near Seattle stadiums. Download the full ordinance.
