DBIA Services dba Metropolitan Improvement District is committed to public transparency and to making it as easy as possible to access the records we maintain. This page explains how to request public records, what to expect after you submit a request and how to reach our public records officer with questions.
What is a public records request?
A public records request is a request for existing, identifiable records — not a request for DBIA Services to answer questions, conduct research, create new records or explain information. If you’re looking for general information, or information about the Downtown Seattle Association, rather than a specific existing record, please contact us directly instead of submitting a request.
How to submit a request
Complete the public records request form below with as much detail as possible — dates, subjects, departments, projects, meetings, contracts, communications or individuals involved — so we can quickly identify the records you need.

What happens after you submit a request?
Within five business days of receiving your request, our public records officer will do one of the following:
- Provide the requested records
- Acknowledge receipt and give a reasonable estimate of when the records will be ready
- Ask for clarification if we need more information to locate the records
- Deny the request, in whole or in part, and explain the legal basis for the denial
Please note: Public records requests submitted to DBIA Services, including any personal information you provide (such as your name, address, email or phone number), may themselves be subject to public disclosure, absent an applicable exemption.
